According to TIOPS today, their "sources" have indicated that "talks between the Penguins and Jordan Staal are expected to heat up in the next few weeks."

I'm hearing the Penguins are going to make a initial offer worth 4yrs - 13.5 million and the two sides can begin negotiating off of that offer."
